Two things are going on here: One, of the races, blacks have the widest variation of skin pigmentation-ranging from light tan to almost literally black skin. Therefore, functionally speaking, monikers are useful describing tools. Secondly, much of the description of race in America is influenced by the plantation - in my experience, only African-Americans use the phrases 'good skin' and 'bad skin.' Personally, I find the entire phraseology of description uninteresting - the person's character and behavior count for a lot more than how they look!
