Moving one’s legs in the manner you are describing doesn’t provide sexual stimulation. It’s simply a fidgety movement. It might be an unconscious indicator of boredom, impatience, or irritation, but it has nothing to do with sex. Not being a man I can’t say why women do this and men don’t, but from what I’ve seen most men don’t cross their legs in the same manner than women do.
