You're obviously not talking about someone disabled who has to use diapers. If you're talking about incontinance, it happens to most people, but nowadays it is possible to deal with bladder problems via medication or surgery. There is another category: Some people have a sexual deviation and wear diapers, drink from a baby bottle and suck pacifiers. Now, that's weird.

I agree with you up to a point. Sixteen is far too young to be in charge of a vehicle. In California they are not supposed to drive on their own for nearly a year after taking the test -- but not only do the youngsters abuse this law -- their parents also encourage it. The parents don't have the time or patience to drive with the youngsters. Regarding age -- I think that 21 is a good age.
