    I don’t know if I can answer this one completely but from my experience, being a mother of a child that has a physical disability as well as some cognitive imparement, that the answer to this question is yes they do. My son for background is one of a twin. At about a month of age, due to prematurity, the one twin suffered a lack of oxygen leaving him with a life long disability. One day,while on a family trip in the van, the child with the disability, at about age seven, unable to sit properly, fell over onto his twin. The twin without the disability, as would any sibling, yelled at him and said he was sick of it. The twin with the disability responded back in a quiet voice…this could have been you.     As a parent of a disabeled child, I have first hand knowledge that this issue is a tough one and being that, if we think we are even going to make a dent in the behavior, we cannot let the lessons end at the front door to our homes. It is up to all of us, in particular those that are in the position of influence, like those in the education system who themselves often carry forward messages of intolerance, to carry positive messages forward instead. Most of this descrimination is so deepely ingrained that people, even those with the best of intentions, do not even realize they are doing it. This is a form of institutional descrimination that is difficult to end.

    Although I do not have first hand knowledge of this question since I am not deaf, I can tell you that I did not name any of my children based on the sound per se but rather the meaning of the name. Ie: One of my kids has the name of one of my childhood friends and another from family. Not to end this discussion here,as it would not be complete, I do know a person that happens to be deaf and the next time I bump into them will try to remember to ask this question and try to get back to you.
