    In urban areas, where money is hard to come by, people often wore hand-me-downs and used clothes, and they don't always fit. This is where the baggy clothes style came from. It was popularized by rappers, and adopted by white, suburban teenagers. In short, there is nothing racial about it. If it were, you wouldn't see white and Latino kids wearing the same.
