Probably from boredom, nerves, or discomfort. As far as boredom, it’s like twiddling your thumbs or tapping your fingers. We might be nervous and changing positions a lot. Might be discomfort as legs may ache or try to go to sleep when crossed. If it has any deeper connotation to all of this, I don’t realize it consciously.
