Priya, the reason for that is because women of color are not supposed to be ‘sexy’! esp. not Black women. If a 17 year old Black female was to behave like Brittany Spears(have fake breasts, constantly shake her rear to the public, etc), she would be looked down upon as what u said, a Hootchie! or sluttish and of poor taste. Yet, Brittany Spears being white, she is called ‘hot’ and ‘sexy’ , ‘supercool’, etc! Also , notice that she is to an extent mocking(may not be the best word), black female urban culture and music! it all boils down to the way people in this country want things to run, and how those that have been indoctrinated with white supremacy think!
