    I forget the source of the theory, but one way to look at sexuality is: the exotic becomes the erotic. This is probably linked to the use of clothing in most societies to hide genitals, so exposure of something normally hidden often happens before sex. Anything involving sex is directly acted upon by natural selection, so we may have evolved to link exposure with eroticism. Also, people go to the toilet behind closed doors, so exhibiting the behavior in view of others is potentially erotic. That it employs the genital region is another factor. Of course, it takes some adaptation of the ‘normal’ sexual reflexes to be turned on by it, but humans are very plastic things behaviorally.
