I am going to say for the last time, STOP GENERALIZING!! Not all of us smell strong. It depends on whether a person has good hygiene, has any diseases or eats smelly foods. Being from a certain ethnicity does not make you smell different. Got it? Good.

You could tell the mom to get a wide toothed comb and to wash the girl’s hair with conditioner. Many shampoos contain sodium lauryl sulfate that can dry out coily/curly hair. Tell her to stay away from those shampoos and use moisturizing ones instead without the sls in it. She can also invest in some oil moisturizers to help moisturize the girl’s hair. How about giving the girl pig tails? They are cute.
