In the United Kingdom, I would say that smacking children is more a matter of conscience than race. There are a lot of Guardian-reading liberals who think that all corporal punishment is bad. I was smacked as a child and am (I think) a law-abiding, good citizen, and I intend to smack my children if I ever have any.
