I think your experience may be limited as far as seeing public sex acts and/or lewd behavior because certainly it’s not something confined to whites. I live in a city that is heavily African American and generates African American crowds which generate the same sort of behavior. Masses of people, especially but not exclusively young people, do lots of stupid, inappropritate, potentially dangerous stuff in the name of fun, ‘letting loose.’ I agree with the responder who noted that gay pride events include such activity.
