Ravers use pacifiers because of E. When someone takes E, or ‘X’, or Extasy they fixate on repetitive tasks for many many hours, ie: dancing, etc. Specifically it causes you to grind your teeth which can lead to back pain, etc. The pacifier allows the E-user, or ‘E-tard’ if they’re a serious drug user, to focus on a mouth movement other than grinding. I believe the pacifier was chosen and then made popular by someone in the early days of raving in Toronto or Chicago where it first started.
