It is completely normal. My mother has it as well–she asked her doctor about it when she was younger and he confirmed it was nothing to worry about. Some people just have more and, sometimes, darker body hair than others. My leg and armpit hair is dark and thick as well despite the fact that I have very pale skin. We are just at the slightly more hairy end of the spectrum of normal. Now if you’ve been mature for awhile and suddenly start developing a lot of body hair that you didn’t have before you might want to see a doctor, but I’d say you shouldn’t lose sleep over it.
