OK, back when i was young, all construction workers did this same thing. i think what has happened is that most American guys have finally realized that it is sexual harrassment and they could be actually prosecuted. Mexican men haven’t had the sexual harrassment thing hammered (haha) into their heads the way it has been done with Americans. Trust me, 30 years ago, all men behaved that way!
