Hi Jerry; Actually the practice of female circumcision is not mandatory in Egypt nor in the Middle East. The people who practice circumcision are those who live in the villages and have little or no education. Many have taken steps to reform and educate the people who have been doing this and there has been great movement towards banning the practice.
