If they are in the conditions you describe, then I would guess that they were supporting Bush with the fond hope that things would be better for them. It seems rather apparent that if they are there, then the Clinton/Gore economic boom must have passed them by, and they were not ready to invest another four years in those policies. The boom economy did not do much for many African Americans, either, but the Gore political signs were abundant in those neighborhoods.
