Depending on the child's age God keeps that in mind. If that child had no means of being able to learn about God and accept God into his heart and fully understand the meaning of salvation an what it means to excpet God into your heart then God allows that child to enter in to heaven. But if that child had the chance to except salvation and did not take that oppurtunity then that is when God makes his judgement as to where that child will be cast.
