Because there are more black people in those areas so it isnt seen as abnormal or even worse someone isnt seen as a sellout. Sometimes you get stares or comments that are condesending,from whites and blacks. ALSO , equipment ,care , teaching, etc sometimes cost more than one wants to pay to enjoy the beach.
