When I lived in Berkeley, it was something college students just did. Case it point: I've seen a big ugly doll with its head chopped off hanging from a telephone wire. Few days later, I saw some shoes hanging from that same place. It's hell for telcos to go out there to take off. Why? I have no idea--students get a kick out of it. It's like adding food color and laundry detergent into the school fountain. It's rebellious, but hey, what's college life for? Someone told me they were to mark a person's death... But here are some of my own hypotheses why you tend to see them in the ghettos... 1) People don't call in to complain about them. 2) Telcos are just plain lazy about getting them down in those areas 3) Telcos are afraid of going into those areas 4) Kids buy Jordans so they don't need their old shoes anymore.
