The dot is called a bindhi. They are usually meant for ladies. And the significance behind this is as follows: The most attractive part of a woman, according to Indian culture, is said to be the eyes. It is said that men get attracted to women looking at their eyes. So to distract men from looking into their eyes, women use this bindhi on their forehead (usually red). Because red is a bright color, men tend to look at the bindhi rather than looking into the eyes. This is the real reason for women keeping bindhi on their forehead.
