There is always a question of priorities. Even nations like the United States and Canada can be encouraged to feed and clothe their poor before indulging in extracurricular activities. No doubt, some poor are poor by choice, and others have no choice. I would like to see a portion of government funding relegated to those unable to work. Unfortunately, the machinery required to design and operate a program like this would cost a bundle. Unfortunately, where there is money, there is greed. The poor are deserving of the help, but someone may just beat them to it.
