I thinks it’s a personal preference thing, not really what nationality or group you belong to. On the whole, the people in America don’t seem to prefer women with hairy legs (we call it hirsute) but I have seen magazines that have pornographic pictures on hirsute women. So, i guess it could be considered a fetish that some Americans have.
