Why are there wheelchair lifts in gyms to go to the cardio classes?

I think they're present because people who use wheelchairs probably are able to do some cardio exercises and they want to be healthy.

Although, I don't use a wheelchair every day, I have done cardio from a chair post-hospitalization due to my disability, and I have a friend who does cardio in a chair twice a week with me at the Y.
