To construction workers: Why does it seem as though every time a teenage girl walks by a construction site, there are always workers who stop working to look at the girl? Do they mean it as a compliment?

Why yes it is. Becuase most ladies (not all) would start thinking there was something wrong with themselfs if they didn't look and make the usual wolf sounds.
