What do you want 'people' to do? Go over there and kill everyone? Committing genocide wouldn't exactly solve the genocide problem. Richer nations can use economic and political means to change these peoples' behaviors, but most people desparate enough to commit genocide have other problems, and need help economically and socially.

Who is to stop it? The only possible answer is the USA. As you can see, any war/campaign we fight on foreign soil is not popular (ie. middle east). We won't win any popularity contests by attempting to stabilize (democrafy) the middle east, but atleast we can maintain our in roads to obtain resources the USA needs to survive. Going into Africa would be altruistic (not gain us anything) and it would be seen as America meddling again. Short answer: There is not upside.

The people who care the most are, right now, the ones with the least ability to do anything about it. As an 18 year old male living with my parents, it makes me very upset to hear of genocide occuring anywhere. But I cannot send in the marines the clean things up, or marshal a massive international intervention campaign. These are the things that need to be done, but are things that only the wealthy, influential, or powerful can do. And at the moment, those in charge don't care enough.
