Communist countries used to do this; however, based on each person’s aptitude and skill, they choose the field someone would be trained for. I think community colleges & state colleges in this country were set up for the reasons you describe, but their costs have gotten so high that they’ve had to raise tuition so it’s out of reach for some. There are scholarships, though probably not as many as before. Just Curious
