In Bush’s proposed Amendment on marriage, he proclaims marriage is between men and women, but says nothing about banning ‘civil unions’. If ‘civil unions’ are still allowed but ‘marriage’ is not, isn’t this ‘separate but equal’ segregation for homosexuals?
