Why does it seem that all teenagers are classified as being drug addicts and very promiscuous by adults, but people in their early twenties are not?

I personally think that people are to quick to judge teenagers. Lots of people in my neighborhood think that since one third of kids in my school smoke after school or behind the local drug store all teens do. Even though a lot of kids do drugs it doesn't mean everyone does. And why should everyone else get off easier than teenagers?
