25 years ago, many whites in metro Atlanta fled the City out of fear that African Americans moving outward into white nieghborhoods would cause a drop in property values, decline of the communtiy and most importantly a steady reduction in the quality of education. All indications seem to point the same thing is still occuring today, why?
