The simple answer is because females need them. Mother nature takes the easy way out and if something is needed for one sex, the other sex generally has an analogue as well. The reverse holds for the female clitorus, which has no clear required biological function and with or without one, a female can still reproduce the species and live to a ripe (albeit joyless)old age. So there is no biological role for male nipples. J. Stephan Gould in his book ‘Bully for Brontosaurus’ has an essay on this entitled ‘Male Nipples and Clitorial Ripples’ I believe.

All mammilian embryos start off as female. Some become male, hence the vestigal nipples.
