Your very last question is the answer. Poor people, who obviously cannot afford health insurance or decent health care, have limited access to birth control or abortion — if any, depending what state they live in. Telling people to abstain is unrealistic, particularly when sex is one of the few comforts someone can actually afford. But providing birth control and education on how to use it makes a lot of sense. Nobody has children to get welfare benefits — that’s a fantasy idea of the right wing and the uninformed. No one wants to be on welfare if there’s a choice, and as you rightly point out, having more children is a good way to stay on welfare.
