This is quite a common phenomenon where I live as well. In addition to Hispanics displaying this silliness, it also applies to Arabics, blacks and the white/black wannabes. In my opinion, it is all about attention. Minorities are always trying to get attention in some way or another, whether it be dressing flashy, doing something flashy to their cars, walking flashy or just being plain loud and obnoxious. I think it is just a sign of stupidity. Only the stupid follow, and you can only call these people followers if nothing else.
