His parents were probably just a bit overzealous in teaching him to cover up in public. If it wasn’t his parents, then maybe he had a bad experience at school. I think it is unlikely to be abuse, as that usually has the opposite effect. Either way, I’m sure it would help if he were to track down the event in his past that has caused his shyness.
