It’s not legal, although as far as I know the minimum age for girls is set at the local level and varies from place to place – I seem to remember it being upped from 14 in the place where I lived after the outcry over schoolgirl prostitution. I think the whole attraction to young girls comes from Anime and manga (or did THAT come from an attraction to young girls?). The Japanese like cute stuff, and all girls think school uniforms, short skirts, pigtails, etc. are cute, so it kind of fuels itself. I’d also be interested in what Japanese people have to say about this.
