A lot of this is hereditary. Also, women with dark hair tend to have more body hair, and it’s more noticable. Shaving it is very high maintenance and doesn’t do much. Bleaching dark hair makes it more noticable. My hair dresser had the same problem and she gently suggested waxing. Now I’m hair-free and my eyebrows are very shapely. So it’s not that women don’t notice or care; sometimes the options aren’t that great.
