Yes, you should have said something to management. Just because this person had a disability, that does not give him the right to not abide by the club standards and rules. At the least he could have asked you for a few more minutes, or should have realized that others would like to use the machine and should have taken a break himself. What do you think he would have done if you parked in a handicapped parking spot outside the club, and then you said to ‘Hi, that was the last spot available”? You would have a ticket, and he would be upset that you took his spot.
