I was a firefighter for 33 yrs for the city of Minneapolis. Most departments in city goverment have 2 or more people to do one persons job, because of hiring practices and unions. How many times have you seen a street crew digging a hole, one guy digging 2 leaning on shovels a fdriver of a sm truck all watched over by a foreman, all this for a 4×4 hole. To get these jobs one must take a test that has little or no relation to the job applied for, then you are hired and ‘trained’ by someone who is in same boat as you. There are writen rules for everything and to dismiss someone you have to have at least 3 infractions in writing, with the exception of criminal acts,with little or no incentive to excell you wonder why these people just show up for the check and dont smile and go out of there way for yo? the exceptions to all this is the police and fire depts, there they just cut our budgets and run us all short handed to respond to your needs at a seconds notice. Both depts have dead beats as all jobs do both civilian and goverment, but they are a very small percentage.
