2 reasons- 1. White females in general are thinner than black women – due to white cultures preference of slim rather than bigger bodies – and hence are smaller all over 2. White females go to great lengths to hide or minimize their butts – with butt flattening clothes/hose etc. So, even when white females have big butts you can’t tell. I overheard a couple of white females in a clothing store telling each other the pants they were trying on ‘make the butt look too big’!! I laughed, because at that moment, I was trying on a pair of pants that emphesized my big butt but i was thinking how good that was. Black and hispanic (and Italian American) women are more likely to flaunt and emphesize their butts which make their asses more noticable.
