    Over the last 20 years, Congress has passed laws that resulted in dramatically increased risk of lawsuits resulting from acts committed by employees. Also, medical insurance premiums have increased dramatically. These costs have increased far more than other employee costs, such as salaries, office space, office equipment, and employer’s FICA. If I ask existing employees to work 5 hours more per week, the medical insurance premiums and lawsuits do not increase in a measurable way. Instead, if I hire more employees, each additional employee adds more medical expenses and more risk of lawsuits.
