No, all men do not get the urge to rape! Rape is a phenomenon produced entirely by our societal imbalances and hierarchial systems, which are ingrained in everything we say and do. There are many cultures throughout the world in which rape is such an alien idea that the thought has never even occurred to them. There are cultures in which women are dominant instead of men, and to rape a woman would be desecrating the life-giving force, which they practically worship (I wish I could name these cultures, but I took that class a long time ago, sorry). Rape is NOT something ingrained in male humantiy from birth. It is a result of our environment, which teaches us that women are objects to be used. If all men respected women as themselves, rape would disappear from the human behavioral repertoire completely.
