    Because most people don’t really accept the definition of ‘gender’ that is implicit in your question. Most people consider gender to be a physical thing you are born with, independent of how you feel about it–a function of DNA, or at a very minimum external genetalia. (Yes, there are people who are not XX or XY and have physically ambiguous gender, but they are truly rare.) Most people think that gender cannot be changed at all, or that it can only be changed by radical surgery. The concept of gender as encompassing more than this is not widely accepted. And as a practical matter, women don’t want to see men using urinals, and men want the convenience of urinals, so we have separate bathrooms.
