    As a government employee (state university) I think it’s because there is no motivation (other than regular (and in many cases, lower than private sector) paychecks for performance. For instance, if your government job is data entry, you don’t get more money for entering more data. If you work at the DMV, you don’t get more for processing more license applications, or doing it more pleasantly–all people who do the same job are paid the exact same amount, so there’s no point in doing the job better than the other guy. At universities like mine, most employees are protected by unions. This makes it very difficult to fire a poorly performing employee, after the initial probationary period is over. Also, government jobs pay less than private sector jobs. So, the private sector attracts ambitious people with the desire to perform well. The government gets what is left.
