When I encounter someone on the phone or at a store that can not manage the basics of the english language, I simply ask for their supervisor. I explain the the supervisor that I can not understand someone that can not speak our language and ask them to assist me. They either assist me themselves or switch me to an employee who speaks adequate english. Ask and you will receive.
