It would seem to reason that any person with skin on their scalp would be capable of having dandruff. ‘White Flakes’, those are the dead skin chunks that fall. So tiny, dead skin flakes, no matter the persons background, are going to look white. The flakes are that top dry layer, not a big chunk of pigmented flesh.
