the many have been used, aided and abused by the few since before the birth of civilization. not that either of us can do anything about it, but you might like to look into the verbage used in the Atomic Energy Act of 1954. one of the very erly paragraphs legalizes secrecy that no elected official can penetrate. this secrecy allows the latitude to social engeneer on a new scale.
