blocking traffic

    Why does it seem that african americans feel it’s OK to stop traffic to chat with someone alongside the road? This has happened to me innumerable times, and it seems there is no regard for other vehicles or pedestrians. I am often delayed for more than a minute, which is an eternity in the middle of a busy road. What is the thinking here? Why not pull over so as to not disrupt traffic? I would never dream of blocking traffic to talk with a friend.
