Why don’t people identify themselves when calling?

When did the habit get started of people calling someone on the phone and asking for the party they want to talk to, without having the courtesy of saying who they are first? To me, it is saying ‘I know who I want to talk to, but I don’t have to say who I am, and if you want to know, you have to ask me’ — and I think that’s rude! Is it just the American thing of ‘I want what I want and I don’t have to think how it comes across to anyone else’? Or is it something deeper?
