Generally speaking, a flogger is a whip-like toy with a handle (4-8 inches in length) and many strands of some material (rubber ‘strings’, leather strips, chain mail, etc.) 12-24 inches in length. It’s usually used on the back (with the ‘recipient’ restrained to a wall or a St. Andrew’s cross).
