    I would like to know why there are such low voter turn-out rates in the United States, esspecially among people of color. Recently, in East Timor, people risked physical violence and even death to vote. In our own history, people fought hard for voting rights for people of color and women. Why don’t people exercise their hard-won rights? I thought that recent ballot measures in California, such as Prop 209 to end affirmative action, and Prop 187 which would exclude illegal immigrant children from public school would galvanize people to get out an vote, but it didn’t happen.
