Stopping in the middle of the street

    I’ve noticed that, in residential areas, African Americans will stop their cars in the middle of the block to talk to people on the sidewalk or let off passengers even if there is plenty of room for them to pull over to allow cars behind them to pass. In addition, they’ll walk right in front of your car to cross the street or stand talking to the above mentioned stopped cars, again in the middle of the block. This happens both here in Central PA and in NYC. Is this a cultural thing?
